What is a temporary residence card?

According to the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014, a temporary residence card is a type of document issued by the immigration management authority or the competent authority of the Ministry of Foreign Affairs to foreigners, allowing them to reside in Vietnam for a limited time and serving as a substitute for a visa.

Conditions for issuing temporary residence cards for foreigners in 2024 

According to Clause 14, Article 1 of the amended Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2019, individuals belonging to one of the following cases will be granted a temporary residence card:


- Foreigners who are members of diplomatic missions, consular offices, international organizations under the United Nations, intergovernmental organizations in Vietnam, and their spouses, children under 18 years old, and accompanying servants during their tenure (Temporary residence card marked NG3).

- Foreigners entering with visas marked LV1, LV2, LS, ĐT1, ĐT2, ĐT3, NN1, NN2, DH, PV1, LĐ1, LĐ2, TT (Temporary residence card marked similarly to visa types).


How long is a temporary residence card valid for foreigners? 

According to Clause 16, Article 1 of the amended Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2019, the validity period of temporary residence cards for foreigners is as follows:


- The validity period of the temporary residence card must be at least 30 days shorter than the remaining validity of the passport.

- Temporary residence cards marked ĐT1 have a validity of no more than 10 years.

- Temporary residence cards marked NG3, LV1, LV2, LS, ĐT2, and DH have a validity of no more than 5 years.

- Temporary residence cards marked NN1, NN2, ĐT3, TT have a validity of no more than 3 years.

- Temporary residence cards marked LĐ1, LĐ2, and PV1 have a validity of no more than 2 years.

- Expired temporary residence cards will be considered for renewal.

Procedures for issuing temporary residence cards for foreigners

According to Article 37 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014 and Clause 15, Article 1 of the amended Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2019, the procedure for issuing temporary residence cards includes:


1. The application dossier for issuing a temporary residence card includes:

- A request document from the agency, organization, or individual making the invitation or sponsorship.

- A declaration for grant of a temporary residence card, stuck the applicant’s photo

- Passport.

- Papers proving eligibility for the temporary residence card.

2. Processing the issuance of temporary residence cards:

- The diplomatic representative agency, consular office, or other authorized agency of a foreign country in Vietnam submits the application for a temporary residence card marked NG3 to the competent authority of the Ministry of Foreign Affairs.

- The inviting or sponsoring agency, organization, or individual directly submits the application for a temporary residence card for foreigners entering with visas marked LV1, LV2, LS, ĐT1, ĐT2, ĐT3, NN1, NN2, DH, PV1, LĐ1, LĐ2, TT at the immigration management authority where the inviting or sponsoring agency or organization is located, or where the individual inviting or sponsoring resides.

- Within 5 working days from the date of receiving a complete application, the immigration management authority or the competent authority of the Ministry of Foreign Affairs will consider issuing the temporary residence card.
