COSMETIC NOTIFICATION

Do you know what a PIF (Product Information File) is? If you are in the cosmetics business, this is a mandatory dossier that must be maintained in compliance with legal regulations. Below is detailed information about the PIF and its significance in the cosmetics industry.

1. What is a PIF?
A PIF (Product Information File) is a dossier containing essential information about a cosmetic product, which must be stored by businesses and presented upon request by regulatory authorities.
The PIF consists of four key sections:
•    Section 1: Administrative documents and product summary.
•    Section 2: Raw material quality.
•    Section 3: Finished product quality.
•    Section 4: Safety and efficacy assessment of the product.
2. Why is the PIF important?
The PIF plays a crucial role in ensuring the legal compliance and quality of cosmetics:
•    Regulatory compliance: Mandatory storage as per Circular No. 06/2011/TT-BYT.
•    Consumer protection: Provides information on product ingredients and safety levels.
•    Risk management: Supports regulatory bodies such as the FDA, CPSA, and the Food Safety Department in inspecting cosmetic quality.
•    Product evaluation: Assesses safety standards before the product is marketed.
•    Legal evidence: Protects businesses in case of disputes or regulatory inspections.
3. PIF Preparation Process
To properly prepare a PIF, businesses must follow these steps:
Step 1: Prepare necessary documents
•    Business registration certificate.
•    Good Manufacturing Practice (GMP) certificate (if applicable).
•    Product quality test results.
•    Safety and efficacy reports based on scientific research.
Step 2: Compile the dossier as per regulations
•    The PIF must be prepared according to Appendix 07-MP of Circular No. 06/2011/TT-BYT.
Step 3: Store and present the dossier when required
•    Businesses must maintain the PIF and present it upon request from regulatory authorities.
Important Notes
•    The PIF must be accurate, complete, and updated as per regulations.
•    Businesses must retain the PIF for at least five years after the product’s expiration date.
•    Failure to maintain a PIF may result in administrative penalties during inspections.

Properly preparing and maintaining a PIF not only ensures compliance with legal requirements but also enhances brand reputation, protects products, and safeguards consumer rights.
