Imported cosmetics are under the specialized management of the Ministry of Health. According to regulations, before importing for circulation in Vietnam, enterprises must announce imported cosmetic products for customs clearance procedures.
- Circular 06/2011/TT-BYT on cosmetics management issued by the Ministry of Health.

- Cosmetic product declaration form: Includes product information, manufacturer, responsible organization/individual, importing company, and detailed ingredient list.
- Business registration certificate: Ensure the function of trading/manufacturing cosmetics.
- Manufacturer's power of attorney: Certified signature, consular legalization in accordance with law.
- Certificate of free circulation (CFS): issued by a specialized agency in the country of origin, clearly stating that the product is manufactured and allowed to be sold freely in the host country.
- Images or main labels of the product (if necessary): Used to compare with the information on the CFS and related documents.

- The dossier of declaration of imported cosmetics shall be submitted to the Drug Administration of Vietnam – Ministry of Health through the one-stop customs system at the address: https://vnsw.gov.vn.
- After submitting the dossier and fees, the authorities will notify the results of processing the dossier. If the dossier is valid, a cosmetic product declaration slip will be issued. If it does not meet the regulations, the receiving agency will request amendments and supplements.

- The processing time is from 10-20 working days depending on the number of dossiers.
- The announcement card is valid for 05 years. Upon the expiration of the time limit, if the product is still in circulation, the enterprise must carry out procedures for re-announcement.
- Additional dossiers must be submitted within 03 months from the date of request; otherwise, the declaration dossier is no longer valid.
